Municipal Contingency Program for cold waves:

The plan aims to minimize the effects of the occurrence of cold waves; and it is activated between the 1st of November and the 31st of March, establishing the blue level alert (surveillance situation). The subsequent levels are the yellow (hazardous situation), the orange (cold wave) and the red (severe cold wave).

During the life of the contingency plan, the city’s living quarters are made available to homeless people. Considering the alert level established, as well as the needs assessment carried out by the street teams that work every night on the field, the response that best suits the situation in question and which ensures safe accommodation is activated by the period in which the alert level remains.
